Located at the summit of Mt. Sokuryozan in Muroran, Hokkaido, this observatory offers sweeping views over Muroran City, Muroran Port, and the Hakucho Bridge. Although the mountain itself is only about 200 meters high, clear days reveal a full 360-degree panorama stretching as far as Mt. Usu, Mt. Showa-Shinzan, Mt. Yotei, and Mt. Komagatake. The area around the observatory is maintained as Sokuryozan Green Park, with walking trails that make it a haven for birdwatchers.

The observatory is one of the “Eight Views of Muroran” and is also recognized as a “Japan Night View Heritage” and “Top 100 Night Views” site. After sunset, the illuminated Hakucho Bridge and the glow from the city's industrial zone create a magical nightscape. Under the right conditions, you can even see the lights of neighboring Noboribetsu and Date, as well as towns across Uchiura Bay, such as Mori and Hakodate. Footlights installed along the stairway leading up to the observatory make nighttime visits safe and pleasant.
