Tsutsujigaoka Park was selected as one of the 100 best urban parks in Japan in 1989, and is known as one of Sendai's representative urban parks. The park covers an area of 11.2 hectares, about 2.4 times the size of the Tokyo Dome. It is said that the park had a close relationship with the lords of the Sendai domain, and Date Masamune, the first lord of the domain, selected this area as a candidate site for the construction of Sendai Castle.

Tsunamura Ⅾate, the fourth lord of the Sendai domain, built Shakado (a Buddhist temple) in the memory of his mother. A horse stable and other facilities were built on the adjacent land, and about 1,000 weeping cherry trees were imported from Kyoto and planted here, opening the park to the public as a horse stable for cherry blossom viewing, which has attracted many visitors.

Today, in addition to cherry blossoms, the area is planted with plum trees, camellias, wisteria, bush clovers, and other plants, allowing visitors to enjoy the scenery of the four seasons. The installation of the sculpture fountain "Mori no Uta" has also made it a popular spot for cooling off, especially in the summer. The park also has a history and folklore museum, where visitors can become familiar with Sendai's history and folklore.
