The "Bazaar Pavilion" offers approximately 10,000 items of Niigata souvenirs. It is as lively as a product exhibition, with not only specialty products such as rice, fish, and sake, but also world-famous metal products, traditional crafts, famous confections, and original products all under one roof. The second floor is a restaurant area where visitors can taste local gourmet and regional cuisine such as ramen, soba noodles, and seafood rice bowls.

The first floor of the "Appeal Hall" offers information on Niigata through large displays and a search corner, while the second floor features an exhibition of models and 3D images showing the lives of Niigata's people from the modern era to the present day.
