Located in Morioka City's Central Park, this museum primarily displays works by artists with connections to Iwate Prefecture. These include the Western-style painter Yorozu Tetsugoro, who was active from the Taisho to the early Showa period, Matsumoto Shunsuke, who was both a Western-style painter and an active writer, and Funakoshi Yasutake, one of the leading sculptors representing Japan after World War II.

In the permanent exhibition room, the museum's collection is rotated four times a year. Curators set a theme for each rotation and explain the artworks in the popular "Collection Talk" held every second and fourth Saturday of the month. The planned exhibition room introduces wonderful modern and contemporary works based on various themes.

In addition to exhibitions, the museum actively develops experience programs for a wide age range. Lectures, workshops, and cinema screenings are regularly conducted, making art a more accessible experience. Admission to the collection exhibition is included with the ticket for the planned exhibition.
