The museum, located in Negishi Racecourse Memorial Park built on the former site of Japan's first genuine Western-style racetrack, Negishi Racecourse, displays and introduces the history of horses and humans, as well as the history of horse racing. Additionally, the adjoining Pony Center conducts horse breeding and interactive events.

The museum, overlooking the former racetrack, gathers and exhibits a wide array of cultural artifacts born from the interaction between horses and humans across various fields, including natural history, history, folklore, arts and crafts, and horse racing. With a collection of over 15,000 items, it offers compelling permanent exhibitions and various special exhibitions. Displays include historical materials related to the Negishi Racetrack, artworks and crafts depicting horses, horse gear, and models of horse ancestors, offering a rich variety of sights.

The adjacent Pony Center houses various breeds of horses, including Thoroughbreds and native Japanese horses. Visitors can observe the horses in the paddock, participate in "carrot time" feeding sessions, try horse-drawn carriage rides, and enjoy horse and pony riding sessions, providing a hands-on experience with these majestic animals.
