The Sapporo Agricultural College Demonstration Hall was once built to train leaders for the development of Hokkaido.
The Sapporo Clock Tower, now a beloved landmark of Sapporo, was completed under the Chief Hokkaido Development Commissioner Kiyotaka Kuroda, who visited the city during its completion ceremony.

From 1995 to 1998, the clock tower underwent a large-scale conservation and repair work, and was renovated as a museum.
On the first floor, cultural assets of Sapporo and materials related to the clock tower are displayed, while the second floor is a recreation of the original auditorium, which is used as an exhibition room during the day and as a rental hall for concerts, lectures, and wedding ceremonies in the evening.

The clock tower rings its bell every hour, so it is recommended to visit at 12:00, when the first bell rings.
Also, every morning for about 10 minutes starting at 9:15, the weight of the Howard tower clock in the second floor hall is wound up and the mechanism is explained, though irregularly.
