This government building served as the base and center of Hokkaido’s politics for almost 80 years until the current municipal office was built. Commonly-known as the Red Brick Building, this architecture was made of 2,500,000 bricks. The window glasses with distortion and American Neo Baroque style architecture radiate the history and nostalgia.

Next to the Red Brick Building, there are remains of the Development Commissioner's office which contributed much to Hokkaido’s industries. The commissioners such as Capron and invited foreign engineers introduced farming, manufacturing, railroad, and other technologies.

The former Hokkaido government office is also known for its rich nature - cherry blossoms and lilacs in spring, vibrant greens in summer, and fall foliage. Before the building, tulips and other flowers are planted in the front yard, and the scenery including the pond is quite picturesque.
