First held in 1995, Kobe Luminarie was created to honor the memory of the Great Hanshin-Awaji Earthquake and to symbolize hope for the city of Kobe. Each year, a theme is selected for the artworks, and all designs are created based on that theme. The materials are prepared in Italy, transported to Kobe, and assembled by Italian artisans together with Japanese staff.

In addition to the three main venues - Higashi Yuenchi Park, the Former Foreign Settlement, and Meriken Park - smaller installations are placed around various scenic spots throughout Kobe.
