The Befco Bakauke Observatory Room is located on the 31st floor of Toki Messe, which also houses the Convention Center and Hotel Nikko Niigata. Located approximately 125 meters above the ground, it is the tallest observatory on the Nihon-Kai coast, and is a popular spot for visitors to enjoy a 360-degree panoramic view of not only the Niigata city center below, but also the Sea of Japan, Sado Island, and the Gozu mountain range on clear days.

The best time to visit is at dusk, when the sunset over the Sea of Japan is fantastic and beautiful. The night view, which has been selected as a "Japan Night View Heritage" is also magnificent. You can enjoy the beautiful night view with your loved ones.

The building also houses the "Sky Lounge PANORAMA”. Visitors can enjoy meals and café time with the magnificent scenery spreading out before them, and there is also a store.
